Silent Weapons for Quiet Wars Diagram As always, this article will be walking a middle path. Snarky debunking is boring and offensive, and uncritical parroting is even worse. In the past decade, a lot has been uncovered about the origins of the truly remarkable document Silent Weapons for Quiet Wars. PARANOIA Magazine editor Joan D'Arc (possibly a pseudonym) was solely responsible for most of this research, so I will turn the floor over to him/her/it:

With its bizarre claim to have been found in a surplus IBM copy machine in 1986 by a Boeing Aircraft employee, Silent Weapons for Quiet Wars takes its place among those dubious 'elite blueprints' for control of the planet, second only to the well known treatise The Protocols of Zion. Dated May 1979, Silent Weapons called for a "quiet revolution" through economic engineering, using such methods as economic shock testing and paper inductance/inflation (exchanging true value for inflated currency), and balancing the system by killing off the true creditors of this exchange (the public) in constant wars.

Silent Weapons was first published for mass consumption by the late William Cooper in his 1991 underground sensation, Behold a Pale Horse. A few versions of this document also appeared later on the internet along with remarks to the effect that the paranoid manifesto was probably penned by Cooper himself. Cooper, a former Naval Intelligence Officer with a purported 38-level above-top secret clearance, claimed to have read this report in a "Naval Intelligence Majority Twelve file," and that it was authored by the Bilderberg Group. Cooper states in his book that it was given to him by someone named Tom Young.

It turns out there is an actual author behind the document, not only that -- he's in Federal Prison. His name is Hartford Van Dyke, and he's a remarkable character.

Sadly, all of this provides further evidence of how even a well-intentioned and dedicated researcher, specifically William Cooper, can easily be tricked into repeating rumors and providing bogus information. This is a fairly serious problem, especially with independent internet research where there is no opportunity or impetus to learn about the cognitive biases that distort thinking and mislead researchers.

Skilluminati Research is of the opinion that Behold a Pale Horse is so riddled with false information, not to mention increasingly outdated, that it should be removed from the unofficial "curriculum" of conspiracy theory studies. Just a personal opinion based on nearly a decade of research and reflection. Consider Cooper's claims about the authorship of the document -- was he honestly wrong, or did he make that shit up? And isn't there a huge spectrum of possibilities in between those two extremes?

Please, at least take the time today to read and learn about the Confirmation Bias.

Both are bookkeeping systems: mathematics. Therefore, mathematics is the primary energy science. Change Agent Behavioral ConditioningA number of these are through classic ?conspiracy" research channels, which means that you will often see Biblical scripture quoted, and the authors have a genuine and literal fear of Satan. If you can relax your mental sphincter and there's something wrong with you if you can't then you'll also find these people are very intelligent and thorough researchers who connect dots that more sober and secular critics like Jonathan Kozol and John Taylor Gatto have missed. (Well, actually, Gatto probably doesn't miss anything.)

"The middle classes could become a revolutionary class, taking the role envisaged for the proletariat by Marx," says the report. The thesis is based on a growing gap between the middle classes and the super-rich on one hand and an urban under-class threatening social order: "The world's middle classes might unite, using access to knowledge, resources and skills to shape transnational processes in their own class interest". Marxism could also be revived, it says, because of global inequality. An increased trend towards moral relativism and pragmatic values will encourage people to seek the sanctuary provided by more rigid belief systems, including religious orthodoxy and doctrinaire political ideologies, such as popularism and Marxism".

Pressures leading to social unrest

By 2010 more than 50% of the world's population will be living in urban rather than rural environments, leading to social deprivation and "new instability risks", and the growth of shanty towns. By 2035, that figure will rise to 60%. Migration will increase. Globalisation may lead to levels of international integration that effectively bring inter-state warfare to an end. But it may lead to "inter-communal conflict" - communities with shared interests transcending national boundaries and resorting to the use of violence.

Population and Resources

The global population is likely to grow to 8.5bn in 2035, with less developed countries accounting for 98% of that. Some 87% of people under the age of 25 live in the developing world. Demographic trends, which will exacerbate economic and social tensions, have serious implications for the environment - including the provision of clean water and other resources - and for international relations. The population of sub-Saharan Africa will increase over the period by 81%, and that of Middle Eastern countries by 132%.

    There is a great deal of information hidden in plain sight contained within the introduction to this document -- we leave the reader form their own conclusions as to what that information is.

    In 1968 the Office of Education launched two research centers in an ambitious undertaking to "investigate alternative future possibilities for the society and their implications for educational policy." One of these Educational Policy Research Centers, or EPRCs as they were called, was established at Syracuse University, the other at SRI International (then known as the Stanford Research Institute). The SRI center, after assessing available methodologies, chose to develop a totally new approach.

    First, we attempted to identify and assess the plausibility of a truly vast number of future possibilities for society. We next followed a method of analysis that determined which sequences of possible futures (that is, which "alternate future histories") appeared to be the most plausible in light of human history and to most usefully serve the needs of policy research and development. Lastly, we derived a variety of policy implications, some of which dealt with how best to continue this type of inquiry (Harman, Markley and Rhyne, 1973; Rhyne, 1974).

    I'll pause for a second here: take a look at this here link. "VISIONARY FUTURES: Guided Cognitive Imagery in Teaching and Learning about the Future," by O.W. Markley. It discusses the methodology that was used to "continue this type of inquiry" and it's remarkably similar to Remote Viewing. Dig:

    Guided cognitive imagery is described as an appropriate technology of choice for intuition-based exploring, learning and teaching about alternative futures?especially suitable for futures involving cultural transformation. Two methodological approaches with case examples are described: (a) a virtual time travel method for visionary futures exploration and for experiencing the needs of future generations and (b) a set of depth- intuition methods for need finding, transforming perceived needs into opportunities, choosing between policy options, and transcendental exploration.

    Although these ?visionary futures" methods extend well beyond the conventional paradigm of the behavioral sciences, they are consistent with the cannons of science in that they are trainable and can be replicated. Moreover, they can readily be used to help integrate the methodologies of social action research, futures research and political activism?a task which urgently needs to be done.

    Back to the Changing Images of Man introduction:

    "From this excercise a suprising -- and very sobering -- conclusion emerged. Of some fifty highly plausible future histories, only a handful were by usual standards at all desirable (Harman, 1969). The reasons why this is so are now, a decade later, familiar to serious students of the future. (They involve interconnected issues and problems of population growth, resource depletion, pollution and so forth, variously termed "the world-macroproblem," "le problematique," or "the crisis of crises.") Other investigators soon came to similar conclusions using different methodologies (see, for example, Meadows et al, 1972; or Salk, 1973.)

    In the research on the "world macro-problem" that followed, a second sobering conclusion emerged: that an essential requirement for realizing any of the more desirable alternative future paths would likely require fundamental changes in the way our industrial culture is organized. Laws, attitudes, ethics -- even the way we conceptualize the nature of humankind -- may require reform if they are to "fit with" and appropriately guide the complex interrelated politcal and social systems the have come to dominate modern life. As the inimitable Pogo said in the comics, "We have met the enemy and he is us!"

    Outstanding Report on the Echelon Global Surveillance System

    This is a 2001 document from the European Parliament, who undertook a relatively independent investigation of the ECHELON surveillance system -- bizarrely, many people continue to dismiss this as a mere conspiracy theory. Then again, many people are Mormons. This report is solid gold for anyone looking to understand the precise mechanics and methodology behind global interception of electronic communication. It goes into a great amount of detail and will prove invaluable to serious researchers. Enjoy.

    The system known as 'ECHELON' is an interception system which differs from other intelligence systems in that it possesses two features which make it quite unusual:

    The first such feature attributed to it is the capacity to carry out quasi-total surveillance. Satellite receiver stations and spy satellites in particular are alleged to give it the ability to intercept any telephone, fax, Internet or e-mail message sent by any individual and thus to inspect its contents.

    The second unusual feature of ECHELON is said to be that the system operates worldwide on the basis of cooperation proportionate to their capabilities among several states (the UK, the USA, Canada, Australia and New Zealand), giving it an added value in comparison to national systems: the states participating in ECHELON (ECHELON states) can place their interception systems at each other's disposal, share the cost and make joint use of the resulting information. This type of international cooperation is essential in particular for the worldwide interception of satellite communications, since only in this way is it possible to ensure in international communications that both sides of a dialogue can be intercepted. It is clear that, in view of its size, a satellite receiver station cannot be established on the territory of a state without that state's knowledge. Mutual agreement and proportionate cooperation among several states in different parts of the world is essential.

    Possible threats to privacy and to businesses posed by a system of the ECHELON type arise not only from the fact that is a particularly powerful monitoring system, but also that it operates in a largely legislation-free area. Systems for the interception of international communications are not usually targeted at residents of the home country. The person whose messages were intercepted would have no domestic legal protection, not being resident in the country concerned. Such a person would be completely at the mercy of the system.
